President
John Lee, Director General, NSW Department
of Premier and Cabinet |

John is Director General of the NSW Department of Premier
and Cabinet. Prior to that he was Director General, NSW Department
of Commerce, responsible for a number of whole of Government
functions including Procurement, IT and communications, and
public works and services. Before joining the Department of
Commerce John spent a number of years managing and public and
private transport businesses.
He was CEO of the State Transit Authority during a time when
major changes and contestable contracts were introduced and
was the Director General of the Ministry of Transport when
major policy reforms were introduced. He also worked for State
Rail in the lead up to and during the 2000 Sydney Olympic Games.

Jody Broun, Director General,

Jody is a Yindjibarndi woman who was born in Perth. Her
family come from the Pilbara region in North West Australia.
In October 2003 Jody was appointed as the Director General
of the Department of Aboriginal Affairs. Previously,
she held the positions of Executive Director of Aboriginal
Housing and Infrastructure and the Director of Equal Opportunity
in Public Employment, both in Western Australia. Prior
to that, Jody was a teacher at an Aboriginal college for
8 years.
Jody is also a respected artist. Her work has been exhibited
around Australia and internationally in Kyoto, Japan and
in London. In 1998 Jody won the Telstra National Aboriginal
and Torres Strait Islander Art Award for her painting 'Whitefellas
Come to Talk 'Bout Land', and in October 2005
she won the Canberra Art Prize for 'Half-Time Game'.

Carolyn Burlew, Deputy Director General, Service Development and Planning, Department of Ageing,
Disability and Home Care |

Carolyn Burlew is a Fellow of the Institute. She has held senior positions in both the Premier's Department and most recently the Department of Public Works and Services since coming to Sydney in 1994.
Previously, she held a number of senior management positions
in the Queensland public service in agencies including
Premier's, Justice, Fair Trading and Health. Carolyn was
also very active in the IPAA Queensland Division where she
was a Councillor.

Prior to his current role Stephen McIntyre held a number of senior operational and strategic positions with the Roads and Traffic Authority, including Director, Business Reform, and General Manager, Corporate Development. From late 1997 to early 2001 he left the RTA and was the Director, Strategic Planning for the Olympic Roads and Transport Authority.

Michael Di Francesco is Principal Advisor in Financial Management
Policy in NSW Treasury, where his responsibilities include
leadership for developing and implementing performance management
and budgeting reform, including Results and Services Plans.
Prior to joining Treasury in 2002, Michael was a Lecturer
in Government in the School of Economics and Political Science
at the University of Sydney, where he taught public sector
management and Australian politics, and directed the graduate
program in Public Policy and Policy Studies.
He has published
and presented widely on performance evaluation and budgeting
in the public sector. In 2001 he shared IPAA's Sam Richardson
Prize for the most important/influential article published
in the AJPA.

Tim Farland , Senior Project Manager, Premier's Department
Tim Farland has over twenty four years of public service. Since 1996 he
has worked within the NSW Premier's Department managing issues and
projects at the direction of the Director General and the Premier, on
matters requiring a multi-agency or multi-stakeholder approach.
Highlights include: development and review of the Regional Coordination
Program; a review of the Department of Ageing Disability and Homecare;
the communitybuilders website review and management of multiple regional
and rural projects. Prior to that Tim spent 14 years working for human
services agencies in NSW and the UK.
Dr Joanne Kelly, Senior
Lecturer, Department of Government and International Relations, Sydney University |

Joanne Kelly has worked as a practitioner, a teacher and
a researcher in the field of public expenditure management
and government budgeting. She has undertaken research in
Australia, Canada, Britain and the US and for the OECD,
and in 1999 was appointed academic advisor to the Secretary
of the Treasury Board of Canada. She returned to Australia
in 2003 to take up the position of Senior Lecturer at the
University of Sydney. Joanne has written academic articles,
government reports, and co-wrote the book "Managing Public
Expenditure in Australia". She was elected to the council
of IPAA NSW in 2004.
Andrew Nicholls Director, Transport Policy & Reform,

Andrew has held senior positions in the NSW Ministry of
Transport since 1999 and has more than 20 year’s experience
in a number of policy, strategy and planning areas across
the NSW public sector. Andrew has been an active member of
IPAA throughout his career and was a founding member of the
IPAA NSW Young Professionals group. Andrew holds degrees in
political science and public management and is currently completing
the ANZSOG Master’s degree program.

Illana Halliday, Group Manager, Outcomes and Development, Parramatta City Council. |

Illana Halliday is Group Manager, Outcomes and Development at Parramatta City Council. She has held senior executive positions in NSW and Queensland public sector agencies and executive roles with Warringah and Fairfield City Councils. Illana was previously a nursing administrator, and public sector professional, and has studied and taught Business Administration. At Parramatta City Council she leads a team concerned with policy and strategy development, with management and development of land use principles, and development services.

Emil Wajs-Chaczko
Office of the Minister for Emergency Services

Emil, 23, has 2 years experience in the NSW Public Sector.
Prior to being engaged by the Office for Emergency Services,
he worked in the private sector in information technology
and the not for profit sector in health services. Currently,
Emil works in the Office of the Minister for Emergency Services,
serving as a liaison between the emergency services portfolio
agencies and the Minister. Emil has studied social sciences,
public sector management and emergency management and has
published or presented on topics including emerging technologies,
community resilience, emergency management and generational
trends.
