President
Peter Achterstraat, NSW Auditor-General |

Peter was appointed the Auditor-General of NSW on 25 September 2006. Prior to this, he was the Chief Commissioner State Revenue for New South Wales from July 1999.
Before joining the New South Wales Office of State Revenue, he spent 20 years in the Australian Tax Office where he had a variety of roles. Peter was appointed Deputy Commissioner of Taxation with the Australian Taxation Office in 1987.
He holds an honours degree in economics as well as degrees in law and commerce from ANU. Peter was admitted to the Bar of the NSW Supreme Court in 1983 and a Barrister in the High Court of Australia in 1985.

Dr Dahle Suggett, Deputy Director General, Policy and Strategy, Department of Premier and Cabinet |

Dahle is Deputy Director General, Policy and Strategy in the Department of Premier and Cabinet. She was previously Deputy Secretary, Office for Policy, Research and Innovation in the Victorian Department of Education and Early Childhood Development. From 1998 to 2004, Dahle was a partner in the Allen Consulting Group, specialising in public policy advice and business management. Prior to this, she was in management positions with Exxon Chemical and subsidiaries in Australia and the US, Assistant Commissioner of the Commonwealth Schools Commission and Executive Director of the Commonwealth Youth Bureau. Dahle is an IPAA Victoria Fellow. Dahle has a Masters in Education from La Trobe University and a PhD from the University of Melbourne.

Carolyn Burlew, Consultant |

Carolyn Burlew is a Fellow of the Institute. She has held
senior positions in the Department of Premier and Cabinet, the Department
of Public Works and Services and most recently as Deputy Director
General, Service Development and Planning, Department of Ageing,
Disability and Home Care, since coming to Sydney in 1994.
Previously, she held a number of senior management positions
in the Queensland public service in agencies including Premier's,
Justice, Fair Trading and Health. Carolyn was also very active
in the IPAA Queensland Division where she was a Councillor.

Stephen McIntyre, Executive Director, Assets, Housing NSW |

Stephen McIntyre is the Executive Director, Assets at Housing NSW, responsible for strategic management of a $28B asset base and for the planning and delivery of large scale capital works and maintenance programs. Before that he was the Executive Director Policy, Strategy and Finance at Housing NSW where he had an influential role in the negotiation of the new National Affordable Housing Agreement.
Previously he has held a number of senior operational and strategic positions with the Roads and Traffic Authority, including Director, Business Reform, where he led a major transformational change program for two years. From late 1997 to early 2001 he was the Director, Strategic Planning for the Olympic Roads and Transport Authority, playing a key role in the successful planning and delivery of Olympic and Paralympic Games transport services. Stephen also provided advice to the Athens 2004 Olympic Games Organising Committee and the Paris 2012 Olympic Bid Committee.
Stephen was elected to Council in 2004 and held the position of Secretary for four years, prior to becoming a Vice-President in 2008.

Madeleine Culbert, Director, Major Projects Directorate, Housing NSW |

Madeleine is Director, Major Projects Directorate, Housing NSW, responsible for delivering large high profile public housing projects. Previously she was responsible for strategic planning, change management and business performance at NSW Maritime.
Madeleine has been an active member of IPAA NSW for over 12 years. She assisted in the development of the Institute’s Communications and Marketing Plan and is a member of the Membership and Sector Development Standing Committee. She holds a Certificate in Public Relations, a Graduate Diploma in Business Administration and a degree in classical ballet.
Tim Farland, Senior Project Manager,

Tim Farland has over twenty four years of public service. Since 1996 he
has worked within the NSW Department of Premier and Cabinet managing issues and
projects at the direction of the Director General and the Premier, on
matters requiring a multi-agency or multi-stakeholder approach.
Highlights include: development and review of the Regional Coordination
Program; a review of the Department of Ageing Disability and Homecare;
the communitybuilders website review and management of multiple regional
and rural projects. Prior to that Tim spent 14 years working for human
services agencies in NSW and the UK.
Associate Professor Joanne
Kelly, Director, The Australia New Zealand School of

Joanne Kelly has worked as a practitioner, a teacher and
a researcher in the field of public expenditure management
and government budgeting. She has undertaken research in
Australia, Canada, Britain and the US and for the OECD,
and in 1999 was appointed academic advisor to the Secretary
of the Treasury Board of Canada. She returned to Australia
in 2003 to take up the position of Senior Lecturer at the
University of Sydney. Joanne has written academic articles,
government reports, and co-wrote the book "Managing Public
Expenditure in Australia". She was elected to the council
of IPAA NSW in 2004.
Andrew Nicholls, Director, Transport Policy & Reform, NSW Transport & Infrastructure |

Andrew has held senior positions in NSW Transport & Infrastructure (and its predecessors) since 1999 and has 25 year's experience in a number of policy, strategy and planning areas across the NSW public sector. In his current role, Andrew leads a division that covers a diverse set of policy and reform challenges in transport, across areas such as rail, buses, ferries, taxis, aviation, freight, fares & concessions, cross-modal coordination and national policy. Andrew has been an active member of IPAA throughout his career, having been a member for more than 20 years, and was a founding member of the IPAA NSW Young Professionals group. Andrew holds degrees in political science and public management as well as the ANZSOG Master's degree in Public Administration.
Paul Doorn, Chief Executive Officer,

Paul
has been responsible for managing innovative public-private
partnerships for the delivery of school education programs with the Abu
Dhabi Council in the United Arab Emirates. Paul held the position of
Senior Advisor for the Abu Dhabi Education Council. Prior to that
he worked for the NSW Department of Education and Training, where he
was involved in curriculum development for both international and NSW
school education programs. Paul brings a range of qualifications
to the CEO role, including a Bachelor of Education, Master of Education
and most recently a Graduate Diploma of Public Administration from the
Graduate School of Government at Sydney University.

Harold Bear, Legal Officer, Roads and Traffic Authority |

Harold is a Legal Officer with the Roads and Traffic Authority of NSW, and has 4 years experience in the public sector. He completed the RTA Graduate Program, which included working in a number of legal and policy roles across the RTA, as well as completing a 6 month regional placement in the Hunter region. Harold has also worked at the Department of Premier and Cabinet as a Policy Officer. He holds a BA(Hons)/LLB, and a Master of Policy Studies, all from UNSW.
Harold is a member of the IPAA NSW Young Professional Special Interest Group and is also Event Coordinator for the RTA Young Professional Network. He is a volunteer with the Sydney Children’s Hospital and the Redfern Community Legal Centre, where he is a member of the Advisory Council.

Heather Hukins, 31, has over ten years experience in the NSW Public Sector. Heather is currently employed as Manager, Analytic Services with the NSW Department of Education and Training, working primarily in the area of improved information management and decision support. Previously, Heather has had roles in strategic planning, performance reporting and student services, and has been a teacher in TAFE NSW. She holds degrees in Psychology (Hons) and Commerce, and has taught Marketing, specialising in Marketing Research. Heather is a past convenor of the IPAA NSW Young Professionals Network and has been actively involved with IPAA NSW since 2005.

Illana
Halliday is Director Corporate and Community, Wollongong City Council.
She has held senior executive positions in NSW and Queensland
public sector agencies and executive roles with Warringah, Fairfield
and Parramatta
City Councils. Illana was previously a nursing administrator, and
public sector professional, and has studied and taught Business
Administration.
Jennifer Mason, Director General, Human Services |

Jennifer Mason was appointed Director General, Department of Human Services in July 2009. Prior to this appointment she was the Director General of the Department of Community Services (DoCS), and before that the Director General of the Department of Juvenile Justice from October 2005 to February 2008. Jennifer was also the Chief of Staff to the former Attorney General, the Hon Bob Debus and was previously Principal Investigation Officer with the Office of the NSW Ombudsman. She holds a Bachelor of Arts (Hons), Bachelor of Social Work (Hons and University Medal) and a Master of Criminology.
