A new beginning or just COAG by another name?

ABOUT THIS EVENT

The abolition of COAG and the creation of National Cabinet was one of the major changes in federal/state relations driven by the COVID crisis. 

An emphasis on federal-state co-operation was a hallmark of National Cabinet during the crisis, but many of the issues that COAG was set up to tackle will remain on the table in a post-pandemic world. 

How will this new structure work as the policy focus returns to policy areas of major debate and disagreement? 

At this Chatham House Rule event, Sarah Cruickshank (Deputy Secretary, Transformation Group, Department of Premier and Cabinet) and Joann Wilkie (Deputy Secretary for the Economic Strategy & Productivity Group, NSW Treasury) will explore the differences between National Cabinet and COAG. 

This discussion will also consider National Cabinet’s potential to reshape inter-government relations in our Federation and its long-term implications for the policy areas that require state and federal government cooperation. 

WHAT WILL I GAIN?

National Cabinet is a new and still developing governance structure. Understanding how it functions in theory and practice is essential for public sector leaders whose current or future work requires the cooperation and involvement of other states or the Commonwealth.

HOW WILL I LEARN?

At least 25% of this event is allocated to questions from the floor, meaning that you will also have the opportunity to play an active part in this discussion.

Joann Wilkie joined NSW Treasury in February 2019. She is currently Deputy Secretary for the Economic Strategy and Productivity Group. In this role, she leads the delivery of economic and revenue forecasting; provision of advice on economic policy and reform, including on productivity; and engagement with Commonwealth, State and Territories on key national reforms and issues. The Chief Economist, NSW Small Business Commissioner and NSW Productivity Commissioner are also anchored in the Economic Strategy and Productivity Group. 

Before she joined NSW Treasury, Joann worked in the Australian Public Service in Canberra for 20 years. During this time, she worked on agricultural policy in the Department of Agriculture and Water Resources; energy policy at the Department of Environment and Energy; gender policy in the Office for Women; regulatory policy at the Department of the Prime Minister and Cabinet and Department of Finance and Deregulation, and in various policy areas at the Commonwealth Treasury.

Cancellation policy - Events
  • Cancellation must be in writing and confirmed by an IPAA NSW staff member
  • Cancellation received more than 10 business days prior to the event – no penalty will be incurred
  • Cancellation received within 6-10 business days of the event – 50% of the fee is payable
  • Cancellation received less than 6 business days prior to the event – 100% of the fee is payable
  • No show – 100% of the fee is payable
  • Registrations received less than 6 business days prior to the event are non-refundable.

  • Cancellations are not permitted.

Note: If you do not cancel and do not attend and event or course, 100% of the fee must be paid.

Transfer policy - Events
  • All requests for transfers must be in writing
  • Substitute nominees may attend in your place where deemed appropriate; however, if a member wishes to substitute a non-member in their place the full fee will be payable.
Transfer policy - Scheduled Courses
  • All requests for transfers must be in writing
  • Your course registration can be transferred to another course without penalty if requested more than 10 business days prior to the course start date. Otherwise, the above cancellation policy applies. Transfers can only be requested when the course fee has been paid in full.
  • Transferring your registration to another person can be done at any time without penalty if nominee details are provided within a minimum of 2 business days prior to the course start date. Transferring from a member to a non-member will result in a fee increase in line with the non-member course fee.
Transfer policy - Self-paced Courses 
  • Transfers to another course are not allowed for self-paced courses.
We may in our discretion waive cancellation charges in exceptional circumstances, but we will not waive cancellation charges on account of work commitments.

Program Changes

IPAA NSW reserves the right to change programs/speakers/venue, or to cancel programs if the enrolment criteria are not met or when conditions beyond our control prevail. All registrants will be notified in the event of cancellation and their registration fee will be refunded.
