Deputy Secretaries Deep Dive 2 with Mark Lenzner, Catherine D'Elia and Dr Zoran Bolevich

Our collective efforts over the last 18 months have shown what our sector is truly capable of. We’ve kept NSW open for business, allowed the economy to prosper and enhanced the lives of our citizens by offering new ways of engagement.  

Now we’ve got a once in a generation opportunity to learn from these extraordinary times and truly do things differently.  

NSW’s 11 economic recovery priorities capitalise on and accelerate our sector’s recent innovations. These 11 priorities will reshape the future of government services and the work we do.

Regardless of your Cluster or position, it is critical you understand how each of these priorities will impact the sector and your role in it.


ABOUT THIS EVENT

The second of IPAA’s series of five Deputy Secretary Deep Dives focuses on technology and digitisation.  

This session explores three priorities; how to support the development of a world class technology sector, improving productivity and experience of courts through the uptake of digitally enabled business processes and virtual care that delivers digitally-enabled, patient-centred experiences and better health and wellbeing.

The panel of Deputy Secretaries will share details of the reform area they are leading including the objectives, initiatives, and barriers to be overcome. They will also share lessons other parts of the sector can apply to improve results and build productivity.

This event is part of IPAA’s Doing things differently series which has been developed to help support the development of a world class public sector.

The series is offered free of charge to IPAA NSW Professional and Affiliate members as part of agreements that IPAA NSW has in place with each individual cluster.

SPEAKERS

Mark Lenzner 
Executive Director, ICT and Digital Sourcing
Digital NSW and Customer Service

Mark Lenzner is the Executive Director, ICT and Digital Sourcing within the Digital NSW and Customer Service ICT Division. In this role Mark is responsible for the design, implementation and management of the NSW Government ICT and Digital Sourcing policies and frameworks, establishment and governance of Whole of Government ICT and Digital Sourcing commercial arrangements, panels and marketplaces (e.g. Microsoft or Salesforce arrangements or telecommunication panel), managing ICT and Digital strategic partnerships and the transformation of our digital procurement systems.
Mark joined the NSW Government in January 2019. Prior to joining the NSW Government Mark spent 25 years in the private sector in major Australian organisations in the financial services, air transport services, telecommunications and event management industries and a global management consultant. For the majority of this time Mark held roles focused on ICT and Digital sourcing and strategic supplier relationship management.


Catherine D'Elia
Deputy Secretary, Courts, Tribunals and Service Delivery
NSW Department of Communities and Justice


Catherine D’Elia is the Deputy Secretary, Courts, Tribunals and Service Delivery, NSW Department of Communities and Justice. She is responsible for the strategic and operational leadership of NSW courts, tribunals, court support services, victims services and innovation programs, as well as the Office of Veteran’s Affairs. Having joined the department in 2008, Catherine has been on the full transformation journey and her leadership has been instrumental in the migration of the NSW courts from typewriters and carbon paper to a digital environment with a state-wide case management system and user-centred applications. Catherine’s experience in public and private industry has focussed on large-scale change initiatives, including operational and IT system migrations.

Dr Zoran Bolevich
Chief Executive of eHealth NSW and Chief Information Officer of NSW Health


Dr Bolevich is the Chief Executive of eHealth NSW and the Chief Information Officer for NSW Health. eHealth NSW  is a specialised agency within NSW Health, responsible for planning, implementing and supporting a digitally enabled, integrated and patient-centric health information environment. During his 25-year career he worked in a range of senior health management and information and communication technology (ICT) leadership roles in Australia and New Zealand. 
Before joining eHealth NSW, Dr Bolevich worked at NSW Ministry of Health as executive director for health system information and performance reporting, and as acting deputy secretary for system purchasing and performance. 

John Hubby
IPAA NSW Vice President
Deputy Secretary, Corporate Services
Department of Communities and Justice


In March 2017 John Hubby commenced in the position of Deputy Secretary Corporate Services at the Department of Family and Community Services (FACS). In this role John is responsible for the organisation’s “enabling pillar” of corporate functions. John brings to this role a track record of implementing major reform in public and private sector organisations and is leading the transformation of corporate and governance functions responsive to the many changes in FACS’ service delivery model.
Prior to this John Hubby held the position of Deputy Secretary Government and Corporate Services at the Department of Finance, Services & Innovation (DFSI). He joined that organisation in April 2012 and filled the role of Acting Chief Executive for ten months when Finance & Services joined the Treasury and Finance Cluster. In his role at DFSI John was responsible for the delivery of Corporate and Shared Services across the organisation of 7,000 employees.

Allan Mills

Partner, Consulting

Allan is a Consulting Partner, a member of Deloitte’s national public sector industry executive and the National Civil Sector Lead Partner. Allan has more than 10 years’ experience working with government to design programs, funding and governance to achieve the desired outcomes.

Allan’s passion is about making an impact to the world in which we live. He is focused on working with Government and their service delivery partners to improve outcomes for people they support. He does this by helping organisations improve their service delivery model, analysing and understanding the drivers for costs and making sure the right measurement approaches are in place.

Only people registered to the event can access the content. Do not share login details with people who have not registered to the event

Cancellation policy - Events
  • Cancellation must be in writing and confirmed by an IPAA NSW staff member
  • Cancellation received more than 10 business days prior to the event – no penalty will be incurred
  • Cancellation received within 6-10 business days of the event – 50% of the fee is payable
  • Cancellation received less than 6 business days prior to the event – 100% of the fee is payable
  • No show – 100% of the fee is payable
  • Registrations received less than 6 business days prior to the event are non-refundable.

Transfer policy - Events
  • All requests for transfers must be in writing
  • Substitute nominees may attend in your place where deemed appropriate; however, if a member wishes to substitute a non-member in their place the full fee will be payable.
Transfer policy - Scheduled Courses
  • All requests for transfers must be in writing
  • Your course registration can be transferred to another course without penalty if requested more than 10 business days prior to the course start date. Otherwise, the above cancellation policy applies. Transfers can only be requested when the course fee has been paid in full.
  • Transferring your registration to another person can be done at any time without penalty if nominee details are provided within a minimum of 2 business days prior to the course start date. Transferring from a member to a non-member will result in a fee increase in line with the non-member course fee.
Transfer policy - Self-paced Courses 
  • Transfers to another course are not allowed for self-paced courses.
We may in our discretion waive cancellation charges in exceptional circumstances, but we will not waive cancellation charges on account of work commitments.

Program Changes

IPAA NSW reserves the right to change programs/speakers/venue, or to cancel programs if the enrolment criteria are not met or when conditions beyond our control prevail. All registrants will be notified in the event of cancellation and their registration fee will be refunded.
