ABOUT THIS EVENT

This year we are delighted to welcome Dr Lisa O’Brien, CEO of The Smith Family, to present the 2018 Spann Oration. The Spann Oration is the most prestigious forum held by IPAA NSW annually. 

Dr O'Brien will speak about her observations of some significant advances in the process of public policy making over the past 5 years, and how a customer centric lens, aligned with huge improvements in the use of data has driven real change in the way services are delivered for citizens in NSW. 

The annual IPAA NSW Spann Oration was inaugurated in honour of the memory of Professor Richard Neville Spann, who held the Chair of Government and Public Administration at Sydney University from 1954 to 1981. 

The IPAA NSW Spann Oration has been hosted since 1983 with a range of prestigious speakers including Lord Gus O’Donnell, Anna Bligh, The Hon Nick Greiner AC, Ann Sherry AO, Dr Peter Shergold AC, Sir Michael Barber and Elizabeth Proust AO. Previous Spann Orations can be found here

This event reflects IPAA NSW’s major strategic priority of encouraging long-term public sector thinking.

WHY YOU SHOULD ATTEND

Dr O'Brien's presentation will focus on the progress that has been made in ‘serving’ our most disadvantaged citizens and in shifting intergenerational disadvantage and poverty.  She will explore putting the user at the centre of service delivery married with the insights provided by data has the potential to deliver long term change for future generations.

The 2018 Spann Oration is part of IPAA’s commitment of presenting the big ideas that underpin and reshape public administration.

Professional and Associate IPAA NSW members are able to attend the Spann Oration for free as part their member benefits.

SPEAKER 

Dr Lisa O’Brien


Dr Lisa O’Brien is CEO of The Smith Family, Australia's largest children’s education charity. Over the past five years Dr O’Brien has led a successful strategic plan to significantly increase the effectiveness and the reach of the organisation’s educational programs, currently supporting over 120,000 disadvantaged Australian children and young people. Central to her leadership, have been the goals of enhancing the impact of The Smith Family’s programs, and using the organisation’s knowledge and experience to contribute to education policy.

Dr O’Brien has 25 years’ professional experience in leadership roles across a broad range of sectors including health care, community services, bio-medical and information technology industries. She has worked in commercial roles as well as in public sector and not for profit organisations. She was a member of the Panel for the Review to Achieve Educational Excellence in Australian Schools, is a non-executive director of the Community Council for Australia and BUPA Australia/New Zealand and a member of Chief Executive Women.

Dr O’Brien is a registered Medical Practitioner, a Fellow of the Royal Australasian College of Medical Administrators and is a graduate member of the Australian Institute of Company Directors. She also holds a Masters of Business Administration and a Masters of Human Resource Management and Coaching.

Martin Hoffman FIPAA



Martin Hoffman is currently Secretary of the NSW Department of Finance, Services and Innovation, as well as IPAA NSW President.

He was previously Deputy Secretary at the Commonwealth Department of Industry and Science (and its predecessors), from July 2010. He worked particularly on resources and energy matters. Martin joined the Australian Public Service in March 2009 in the Department of the Prime Minister and Cabinet.

Before joining the public sector, Martin had a lengthy private sector career primarily in digital media and technology after an early career in consulting and banking in Australia and Hong Kong.

Martin holds an MBA (Hons) from the Institute for Management Development (IMD) in Lausanne, Switzerland, Master of Applied Finance (Macquarie), and Bachelor of Economics (Sydney). He completed the Executive Fellows program at the Australia New Zealand School of Government (ANZSOG) in 2009, and was awarded the James Wolfensohn Public Service Scholarship to study at the Harvard Kennedy School in 2013.

Cancellation policy
  • Cancellation must be in writing. 
  • Cancellation received more than 10 business days prior to the event running — no penalty will be incurred.
  • Cancellation received within 5–10 business days prior to the event running — 50% of the event fee will be payable.
  • Cancellation received within 1–5 business days prior to the event running — 100% of the event fee will be payable.

Penalties may be waived in exceptional circumstances, work commitments do not count as exceptional circumstances.

Substitute nominees may attend in your place where deemed appropriate; however, if a member wishes to substitute a non-member in their place the full fee will be payable.

Note: If you do not cancel and do not attend, 100% of the event fee must be paid.

Program Changes 
IPAA NSW reserves the right to change programs/speakers/venue, or to cancel programs if the enrolment criteria are not met or when conditions beyond our control prevail. All registrants will be notified in the event of cancellation and their registration will be refunded.

If you have an outstanding invoice for the event, you will not receive a link to the live event. 

Online Events

Only people registered to the event can access the content. Do not share login details with people who have not registered to the event

Transfer policy - Events
  • All requests for transfers must be in writing
  • Substitute nominees may attend in your place where deemed appropriate; however, if a member wishes to substitute a non-member in their place the full fee will be payable.
Transfer policy - Scheduled Courses
  • All requests for transfers must be in writing
  • Your course registration can be transferred to another course without penalty if requested more than 10 business days prior to the course start date. Otherwise, the above cancellation policy applies. Transfers can only be requested when the course fee has been paid in full.
  • Transferring your registration to another person can be done at any time without penalty if nominee details are provided within a minimum of 2 business days prior to the course start date. Transferring from a member to a non-member will result in a fee increase in line with the non-member course fee.
Transfer policy - Self-paced Courses 
  • Transfers to another course are not allowed for self-paced courses.
We may in our discretion waive cancellation charges in exceptional circumstances, but we will not waive cancellation charges on account of work commitments.
