About this event

The Budget Briefing Breakfast is an important opportunity to hear the Secretary of NSW Treasury outline the 2018-19 State Budget.

The Briefing provides an early opportunity for public servants and others to learn how the NSW Budget will shape government reforms and business in the year ahead.

IPAA NSW are honoured to have Mr. Mike Pratt, Secretary of Treasury, giving this year's briefing for the 2018-19 NSW State Budget. 

Following Mr. Mike Pratt's presentation, an expert panel will discuss the implications arising from the NSW Budget.

The Breakfast includes opportunities to ask the panelists questions, and the event will also allow you to network with professionals from a wide range of agencies and organisations.

Michael Pratt, Secretary, NSW Treasury

Michael was appointed as the 27th Secretary of NSW Treasury and NSW Industrial Relations on 1 August 2017. The Treasury Cluster includes NSW Treasury, NSW Treasury Corporation, NSW Industrial Relations, icare (Insurance & Care NSW) and SAS Trustee Corporation.

As Secretary, Michael is responsible for strategic management of the entirety of the State’s finances, budget, assets, liabilities and financial risk management framework and transformation.

Prior to his role with Treasury, Mike was the NSW Customer Service Commissioner, where he revolutionised the way the Government delivers services - putting the people of NSW at the heart of service delivery. He led major service reform across the NSW Government, chairing the NSW Customer Advisory Board - the responsible governance entity for the delivery of State Government services to the citizens of NSW.

Michael was honoured as a Member of the Order of Australia (AM) in the Queen’s Birthday 2016 Honours List.  He was recognised as a role model for Australian society, for providing significant service to public administration through reforms in customer service and communication, and to the finance and banking industry.

Jim Betts, Chief Executive Officer, NSW Infrastructure 

Jim was appointed Chief Executive Officer in June 2013 following five years as the Secretary of the Victorian Department of Transport and four years as the Director of Public Transport at the Victorian Department of Infrastructure.  

Key personal achievements during this time include the delivery of the $38 billion Victorian Transport Plan, the overhaul of Victoria's legislative framework to integrate the planning of transport and land use, and overseeing construction of the $4.3 billion Regional Rail Link project.

Jim's 25 years experience spans strategic transport planning, infrastructure delivery, and transformational structural reform, including privatisation, private finance and regulatory reform, and also includes senior roles in the United Kingdom Government


Leslie Loble, Deputy Secretary in the NSW Department of Education 

Leslie leads cross-sectoral, state-wide and national developments in education, spanning early childhood education, schooling and higher education.  She shapes State policy and leads negotiations with the Commonwealth over education policy and funding, including agreements worth more than $10 billion over four years to New South Wales.  

She led the NSW development of the Gonski school funding reforms and new State funding arrangements for early childhood education. She is a member of major education boards and committees and chairs the national Schools Policy Group on behalf of Australian Education Ministers and CEOs. 

Her leadership in public policy was recognised when she was named one of Australia’s 100 Women of Influence in 2013 (Australian Financial Review-Westpac Award).

Terms and Conditions

Cancellation policy
  • Cancellation must be in writing. 
  • Cancellation received more than 10 business days prior to the event running — no penalty will be incurred.
  • Cancellation received within 5–10 business days prior to the event running — 50% of the event fee will be payable.
  • Cancellation received within 1–5 business days prior to the event running — 100% of the event fee will be payable.

Penalties may be waived in exceptional circumstances, work commitments do not count as exceptional circumstances.

Substitute nominees may attend in your place where deemed appropriate; however, if a member wishes to substitute a non-member in their place the full fee will be payable.

Note: If you do not cancel and do not attend, 100% of the event fee must be paid.

Program Changes 
IPAA NSW reserves the right to change programs/speakers/venue, or to cancel programs if the enrolment criteria are not met or when conditions beyond our control prevail. All registrants will be notified in the event of cancellation and their registration will be refunded.

Transfer policy - Events
  • All requests for transfers must be in writing
  • Substitute nominees may attend in your place where deemed appropriate; however, if a member wishes to substitute a non-member in their place the full fee will be payable.
Transfer policy - Scheduled Courses
  • All requests for transfers must be in writing
  • Your course registration can be transferred to another course without penalty if requested more than 10 business days prior to the course start date. Otherwise, the above cancellation policy applies. Transfers can only be requested when the course fee has been paid in full.
  • Transferring your registration to another person can be done at any time without penalty if nominee details are provided within a minimum of 2 business days prior to the course start date. Transferring from a member to a non-member will result in a fee increase in line with the non-member course fee.
Transfer policy - Self-paced Courses 
  • Transfers to another course are not allowed for self-paced courses.
We may in our discretion waive cancellation charges in exceptional circumstances, but we will not waive cancellation charges on account of work commitments.

Program Changes

IPAA NSW reserves the right to change programs/speakers/venue, or to cancel programs if the enrolment criteria are not met or when conditions beyond our control prevail. All registrants will be notified in the event of cancellation and their registration fee will be refunded.
