Deputy Secretaries Deep Dive 4 with Joost de Kock and Alex O'Mara

Our collective efforts over the last 18 months have shown what our sector is truly capable of.  We’ve kept NSW open for business, allowed the economy to prosper and enhanced the lives of our citizens by offering new ways of engagement.  

Now we’ve got a once in a generation opportunity to learn from these extraordinary times and truly do things differently. NSW’s 11 economic recovery priorities capitalise on and accelerate our sector’s recent innovations. These 11 priorities will reshape the future of government services and the work we do. Regardless of your Cluster or position, it is critical you understand how each of these priorities will impact the sector and your role in it.

ABOUT THIS EVENT
The fourth of IPAA’s series of five Deputy Secretary Deep Dives focuses on revitalising centres, healthy living and mobility. This session explores a single priority: encouraging vibrant centres and efficient mobility services fostering economic growth, innovation, healthy living and inclusion.

The panel of Deputy Secretaries will share details of the reform area they are leading including the objectives, initiatives, and barriers to be overcome.  They will also share lessons other parts of the sector can apply to improve results and build productivity.

This is an exclusive opportunity for the whole sector to understand how these priorities drive recovery and position NSW as the place to live and work.

This event is part of IPAA’s Doing things differently series which has been developed to help support the development of a world class public sector.

The series is offered free of charge to IPAA NSW Professional and Affiliate members as part of agreements that IPAA NSW has in place with each individual cluster.

Joost de Kock
Deputy Secretary Customer Strategy and Technology
Transport for NSW

Joost joined Transport for NSW (TfNSW) in March 2020 as Deputy Secretary Customer Strategy and Technology. Prior to this, he was the General Manager Enterprise Transformation at Services Australia. He is a former Partner, Managing Director and Senior Advisor in the Sydney office of Boston Consulting Group where he was a member of BCG’s global Public Sector and Technology Advantage Practices, and the global IT in government topic leader. Joost’s career has been built around his ability to set strategy, define technology-driven reform and deliver customer-centric solutions. These are the skills he brings to his role at TfNSW where he is responsible for leveraging data and insights, new technologies, innovative solutions and partnerships to provide improved, integrated customer-centred solutions and develop long-term strategies, plans and policies for the Transport Cluster.

Alex O'Mara
Group Deputy Secretary of Place, Design and Public Spaces Group
Department of Planning, Industry and Environment

Alex O'Mara is the Group Deputy Secretary of Place, Design and Public Spaces Group within the Department of Planning, Industry and Environment. Alex is tasked with leading two NSW Premier’s Priorities: Greening Our City and Greener Public Spaces. She also leads work to re-orient the planning system around people, places and communities, with a continued focus on greater upfront strategic planning, excellence in design, local neighbourhood character, and public spaces. Prior to that, Alex was the Deputy Secretary for Create NSW, leading the delivery of the largest investment in cultural infrastructure in NSW since the Opera House was built and the development of the NSW Cultural Infrastructure Plan. 

John Hubby
IPAA NSW Vice President

Deputy Secretary, Corporate Services
Department of Communities and Justice



In March 2017 John Hubby commenced in the position of Deputy Secretary Corporate Services at the Department of Family and Community Services (FACS). In this role John is responsible for the organisation’s “enabling pillar” of corporate functions. John brings to this role a track record of implementing major reform in public and private sector organisations and is leading the transformation of corporate and governance functions responsive to the many changes in FACS’ service delivery model. Prior to this John Hubby held the position of Deputy Secretary Government and Corporate Services at the Department of Finance, Services & Innovation (DFSI). He joined that organisation in April 2012 and filled the role of Acting Chief Executive for ten months when Finance & Services joined the Treasury and Finance Cluster. In his role at DFSI John was responsible for the delivery of Corporate and Shared Services across the organisation of 7,000 employees.

Allan is a Consulting Partner, a member of Deloitte’s national public sector industry executive and the National Civil Sector Lead Partner. Allan has more than 10 years’ experience working with government to design programs, funding and governance to achieve the desired outcomes. Allan’s passion is about making an impact to the world in which we live. He is focused on working with Government and their service delivery partners to improve outcomes for people they support. He does this by helping organisations improve their service delivery model, analysing and understanding the drivers for costs and making sure the right measurement approaches are in place.

Cancellation policy - Events
  • Cancellation must be in writing and confirmed by an IPAA NSW staff member
  • Cancellation received more than 10 business days prior to the event – no penalty will be incurred
  • Cancellation received within 6-10 business days of the event – 50% of the fee is payable
  • Cancellation received less than 6 business days prior to the event – 100% of the fee is payable
  • No show – 100% of the fee is payable
  • Registrations received less than 6 business days prior to the event are non-refundable.

Transfer policy - Events
  • All requests for transfers must be in writing
  • Substitute nominees may attend in your place where deemed appropriate; however, if a member wishes to substitute a non-member in their place the full fee will be payable.
Transfer policy - Scheduled Courses
  • All requests for transfers must be in writing
  • Your course registration can be transferred to another course without penalty if requested more than 10 business days prior to the course start date. Otherwise, the above cancellation policy applies. Transfers can only be requested when the course fee has been paid in full.
  • Transferring your registration to another person can be done at any time without penalty if nominee details are provided within a minimum of 2 business days prior to the course start date. Transferring from a member to a non-member will result in a fee increase in line with the non-member course fee.
Transfer policy - Self-paced Courses 
  • Transfers to another course are not allowed for self-paced courses.
We may in our discretion waive cancellation charges in exceptional circumstances, but we will not waive cancellation charges on account of work commitments.

Program Changes

IPAA NSW reserves the right to change programs/speakers/venue, or to cancel programs if the enrolment criteria are not met or when conditions beyond our control prevail. All registrants will be notified in the event of cancellation and their registration fee will be refunded.
