Be briefed by the Secretary of the NSW Treasury on the investment decisions and economic insights that underpin the 2020 NSW Budget and the government’s priorities for the public sector in the year ahead.

This year’s budget will be one of the most important in NSW history and will signal the government’s specific policy priorities for re-opening the economy, rebuilding communities and creating new employment opportunities. This is an opportunity for you to hear directly from the NSW Treasurer about the major priorities of the budget and the role that the public sector will play in meeting those priorities.

This briefing will help you to understand how the budget will shape the priorities of the public sector as a whole, the work of individual clusters, and the lives of citizens in the year ahead.

Elizabeth was appointed Secretary, NSW Health in 2016. As Secretary, Elizabeth is responsible for the management of the NSW health system ($24 billion budget and 118,000 FTE) and setting strategic direction to ensure NSW continues to provide exceptional healthcare, research and education.

Elizabeth was elected to the position of President for IPAA NSW in December 2019. She has held a number of senior executive roles within the NSW health system, across operational and policy portfolios.

Elizabeth is an Adjunct Professor at the University of Technology Sydney, a Member of the Australian Institute of Company Directors (AICD), a Fellow of the Institute of Public Administration Australia (IPAA) and a member of Chief Executive Women.

Michael Pratt AM
Secretary
NSW Treasury


Michael Pratt AM was appointed as the 27th Secretary of NSW Treasury and NSW Industrial Relations on 1 August 2017. The Treasury Cluster includes NSW Treasury, NSW Treasury Corporation, NSW Industrial Relations, iCare (Insurance & Care NSW) and SAS Trustee Corporation.

As Secretary, Michael is responsible for strategic management of the entirety of the State’s finances, budget, assets, liabilities and financial risk management framework and transformation.

Jim Betts
Secretary
NSW Department of Planning, Industry and Environment



Jim Betts is the Secretary of the Department of Planning, Industry and Environment, which holds key responsibilities within the New South Wales Government for long-term planning, infrastructure priorities, natural resources, the environment, energy and growing the State’s industries. His previous roles include six years as the Chief Executive Officer at Infrastructure NSW and five years as Secretary of the Victorian Department of Transport.

Amy loves working for the NSW Government. She is passionate about delivering real outcomes that improve quality of life for our citizens, provide access to opportunities for individuals and deliver value for taxpayers. She’s currently Deputy Secretary and head of the Strategy & Delivery group at the Department of Premier and Cabinet (DPC) – a group formed to provide expert commercial, strategic and economic advice to the Premier on major and complex whole-of-government policies, programs and projects.

Prior to joining DPC, Amy was a Partner in the Sydney office of PwC’s Infrastructure and Urban Renewal Business, with a practice that focused on social infrastructure and housing. She’s also worked in infrastructure finance at NSW Treasury, and as an infrastructure lawyer in a number of top tier law firms.

Stephen Walters
Chief Economist
NSW Treasury


Stephen Walters is Chief Economist for NSW Treasury, he joined Treasury in July 2018.

Previously, Stephen was Chief Economist with the Australian Institute of Company Directors (AICD) and investment bank JPMorgan, from October 2001 until February 2016. 

Before joining JPMorgan, Stephen was Senior Economist with Access Economics in Melbourne and International Economist with Norwich Union in the UK. He also spent 7 years as an Economist with the Treasury in Perth. 

Stephen holds a Bachelor’s Degree in Economics from the University of Western Australia and a Master’s Degree in Applied Finance from the University of Melbourne. He also is a graduate of the AICD’s Company Directors’ Course, and has qualifications in journalism. He has published three books. 

Stephen is Chair of the Australian Business Economists (ABE) and is a member of the Australian Statistics Advisory Council (ASAC).

Cancellation policy - Events
  • Cancellation must be in writing and confirmed by an IPAA NSW staff member
  • Cancellation received more than 10 business days prior to the event – no penalty will be incurred
  • Cancellation received within 6-10 business days of the event – 50% of the fee is payable
  • Cancellation received less than 6 business days prior to the event – 100% of the fee is payable
  • No show – 100% of the fee is payable
  • Registrations received less than 6 business days prior to the event are non-refundable.

Transfer policy - Events
  • All requests for transfers must be in writing
  • Substitute nominees may attend in your place where deemed appropriate; however, if a member wishes to substitute a non-member in their place the full fee will be payable.
Transfer policy - Scheduled Courses
  • All requests for transfers must be in writing
  • Your course registration can be transferred to another course without penalty if requested more than 10 business days prior to the course start date. Otherwise, the above cancellation policy applies. Transfers can only be requested when the course fee has been paid in full.
  • Transferring your registration to another person can be done at any time without penalty if nominee details are provided within a minimum of 2 business days prior to the course start date. Transferring from a member to a non-member will result in a fee increase in line with the non-member course fee.
Transfer policy - Self-paced Courses 
  • Transfers to another course are not allowed for self-paced courses.
We may in our discretion waive cancellation charges in exceptional circumstances, but we will not waive cancellation charges on account of work commitments.

Program Changes

IPAA NSW reserves the right to change programs/speakers/venue, or to cancel programs if the enrolment criteria are not met or when conditions beyond our control prevail. All registrants will be notified in the event of cancellation and their registration fee will be refunded.
