Skills for Success: The caretaker conventions and other pre-election practices

This series will give you the tools to thrive in our changing working environment.  Designed in collaboration with your public sector leaders, our six-part series covers topics that help you do your job more successfully and knowledge to support you to manage better in your job. 

This one-hour webinar will prepare you for what to expect in the lead up to the NSW State general election in March 2023, including the ‘caretaker conventions’ and other established practices that apply in the lead up to an election. 

The webinar will cover: 

  • The caretaker conventions in relation to significant new decisions, appointments and contractual commitments.
  • Other established practices in addition to the formal caretaker conventions, including in relation to government advertising, agency operations and events.
  • A timeline of key dates in the lead up to and following the election.

Whether you are new to the sector or have gone through several elections in your tenure, this session will have you in good stead for preparing for the election and ensuring that the ordinary business of government may continue throughout the election period.

Introduction: Kathrina Lo - Public Service Commissioner, NSW Public Service Commission


Kathrina has extensive public sector experience with both state and federal governments. She has held senior executive roles in the NSW Department of Justice, NSW Audit Office and NSW Information and Privacy Commission. Kathrina is a member of the IPAA NSW Council. 


Kathrina Lo - Full bio

Kathrina joined the Commission in April 2020 after previously working as a Deputy Secretary for the Department of Communities and Justice.

Kathrina has extensive public sector experience with both state and federal governments. She has held senior executive roles in the NSW Department of Justice, NSW Audit Office and NSW Information and Privacy Commission.

Kathrina has qualifications in law and economics. She is passionate about working in the public interest, and is a champion for diversity and inclusion.

The Public Service Commissioner is an independent office holder. 

Kathrina is a member of the IPAA NSW Council.

Kate has over ten years’ experience as a NSW Government lawyer. As Deputy Secretary, General Counsel, Kate advises across a range of areas including consititutional and electoral law, parliamentary matters, integrity and accountability, and privacy.


Kate Boyd PSM - Full bio

Kate Boyd has over ten years’ experience as a NSW Government lawyer. She is currently the Deputy Secretary, General Counsel at the NSW Department of Premier and Cabinet and advises across a range of areas relevant to the Premier’s portfolio including constitutional and electoral law, parliamentary matters, integrity and accountability, privacy and access to government information.

Kate leads the Legal, Cabinet, and Governance functions within DPC and is the Department’s Chief Risk Officer. Kate was named as a finalist in the category of Public Servant of the Year in the 2020 NSW Premier’s Awards, and received the Public Service Medal in the 2022 Australia Day Honours in recognition of her work on the legal response to the COVID-19 pandemic. Before joining the NSW Government, Kate specialised in competition and consumer law at Allens.

Elizabeth was the Secretary, NSW Health for a six year term. As Secretary, Elizabeth was responsible for the management of the NSW health system, the largest health system in Australia with a $30 billion budget and 124,000 FTE.


Elizabeth Koff AM - Full bio

In April 2022 Elizabeth was appointed Managing Director of Telstra Health, Australia’s largest digital health company and a subsidiary of Telstra Corporation.

Prior to this Elizabeth was Secretary, NSW Health for a six year term. As Secretary, Elizabeth was responsible for the management of the NSW health system, the largest health system in Australia with a $30 billion budget and 124,000 FTE. Key strategy achievements include the implementation of value based care across NSW, the progression of e-Health initiatives and a $2B/year capital infrastructure program. In 2020/2021 Elizabeth lead the NSW Health system through the COVID-19 pandemic and advised NSW crisis cabinet on the management of COVID-19 in NSW, and the subsequent vaccination roll out.

Elizabeth was chair of the Australian Health Ministers Advisory Council (AHMAC) and its subsequent iteration of Health Chief Executives Forum. She is also a member of Chief Executive Women.

Elizabeth was appointed a Member of the Order of Australia in the Queen’s Birthday 2022 Honours.
