The Making a Difference series showcases the work of public servants like you – delivering exceptional outcomes in their teams and making a difference to the people of New South Wales.

In this unprecedented time of pandemics, natural disasters, and a host of other challenges for the sector, this series has been designed to inspire and celebrate the great impact that public servants like you have on our state, no matter your level or specialisation.


What will you gain?

The case studies featured in this series have been recommended by your public sector leaders as examples of innovation and excellence in customer-centric service delivery.

This session takes a closer look at three examples of community engagement and frontline support where citizens need it most.

From catering services redeployed to cooking meals for the community to the agility of assisting citizens during the floods, this session will explore how flexibility and direct engagement with the community and citizens truly made a difference for New South Wales.


Case studies featured:

Parliament of New South Wales

With the parliamentary catering kitchen shut down during the lockdowns of 2020 and 2021, the NSW Parliament re-deployed its catering team to cook meals for those in need, helping to keep kitchen staff continuously employed and cooking more than 180,000 meals for OzHarvest.

Transport for NSW

The NSW North Region was hit the hardest during the recent floods, hear a first-hand account about the flood recovery efforts, the impacts to our roads and communities, the wellbeing of our people and what lessons we have learned along the way about resilience and setting us up for success in the future.

Regional NSW

The Digital Capability Uplift Project is a specially designed program aimed at boosting the capability and confidence of the department’s staff in using digital tools and systems and to help them stay ahead of new technology. It involves formal and on the job training as well as coaching sessions. The initial phase targeted employees in non-desk based roles and provided practical and tailored content based on their needs. The next phase builds on that initial success by seeking to identify and close digital skills gaps beyond foundational abilities.

Lee Kwiez, Senior Manager, Parliamentary Catering

Vanessa has worked in the hospitality industry for the last 20 years, including five star hotels and fine dining restaurants. She has been the Executive Chef of the NSW Parliament and has a strong focus on ethically sourced, local produce.

Originally a chef by trade with experience in restaurants in Australia and abroad, Lee is now applying his skills as the manager of Parliament's catering team and enjoying the opportunities and challenges of this new role.


Vanessa Harcourt - Full bio

Vanessa has worked in the hospitality industry for the last 20 years, including five star hotels, fine dining restaurants and catering private events. Vanessa has been the Executive Chef of the NSW Parliament for the past five years. During this time, she has had a strong focus on ethically-sourced, local produce.

Lee Kwiez - Full bio

Originally a chef by trade, with experience in restaurants and hotels in Australia and abroad, Lee is now enjoying applying his knowledge as the manager of the Parliament’s catering team. He is enjoying the opportunities and challenges this new role presents.


Jeanette Massie - Senior Program Coordinator, Regional NSW


Jeanette has extensive private sector experience working in corporate education and online learning. She specialises in human centred transformational change and technology projects in diverse workplace contexts.

Jeanette Massie - Full bio

Jeanette is a Senior Program Coordinator at the Department of Regional NSW and manages the Digital Capability Uplift project. Prior to DRNSW Jeanette worked at the Public Service Commission where she worked on the implementation of flexible working across NSW public sector.

Jeanette has extensive private sector experience working in corporate education and online learning. She specialises in human centred transformational change and technology projects in diverse workplace contexts.

The Digital Capability Uplift seed project won the best-in-class award for Service Design: Public Sector category at the 2022 Australian Good Design Awards.


Shartrell Close - Senior Manager of The Regional Transport Operations Centre (RTOC), Transport for NSW


Shartrell is now the Senior Manager of The Regional Transport Operations Centre (RTOC) which is responsible for monitoring and managing the operations of Transport for NSW’s Regional and Outer Metropolitan Tunnels including St Helena and The Tugun Bypass.

Shartrell has worked in transport operations for over 20 years including rail services in NSW, WA and QLD.

Shartrell is now the Senior Manager of The Regional Transport Operations Centre (RTOC) which is responsible for monitoring and managing the operations of Transport for NSW’s Regional and Outer Metropolitan Tunnels including St Helena and The Tugun Bypass.

Kirsten Watson - Full bio

As the CHRO in large operational organisations for the past 10 years, I have transformed HR operations to ensure the HR function can drive the business outcomes necessary to support the organisation's strategy.

Most recently, at Transport for NSW, I led the design and implementation of a customer-centric operating model change, which changed the ways of working for 14,000 people. I also led the creation and widespread adoption of a new organisational culture and leadership model. In Deloitte, I am a partner in the HR Advisory team within HR Transformation.

I work with our clients to enable their business strategies through their people and their culture, and transforming HR operations to ensure they are able to deliver the impact their organisation needs from them. Although it's been a while, I started my career as an Accenture graduate and am pleased to have returned to professional services consulting.
