Community expectations about better public policy, improved services and levels of participation and transparency are continuing to grow. Citizens expect that a culture of change will be the new norm. And governments around the world understand that prevailing public service models need to change in order to deliver more savings and more effective citizen-centred services.

Governments have embarked on a series of reforms to meet the range and complexity of challenges facing today’s public sector – and tomorrow’s. These reforms are brought on by a combination of risks, opportunities and economic challenges, together with demographic, social and technological shifts that have demanded that governments transform the public sector and how government services are delivered.

The public sector has a significant role to play in this debate as it seeks to explore how best to meet the challenges and respond to evolving expectations.
