Our 18th On the Couch series features Emma Hogan, New South Wales’ newly appointed Public Service Commissioner.

ABOUT THIS EVENT 


Stewards of the Sector is a series of informal interviews with key leaders of the public sector. Hosted by former ABC journalist, Monica Attard, these interviews explore the person behind the role, their influences and priorities, and their insights into the future of the public sector. 

Our special guest for this event is Emma Hogan who was appointed by the Premier as the new Public Service Commissioner in April 2018.  

As Public Service Commissioner, Ms Hogan will play a key role in meeting the NSW Government’s aim of creating a people-focused and engaged public sector with a dynamic culture that delivers high-quality services and infrastructure.

WHY YOU SHOULD ATTEND

This is an opportunity to hear directly from a new leader whose ideas and insights will shape the NSW public sector skills and capabilities. As our sector is reshaped by new technologies, increasing customer expectations and the changing nature of workplaces, Ms Hogan will explore how we can combine private sector focus and public sector principles. 

This event will be the first time that IPAA has hosted the new Public Service Commissioner.  It will also be the first time that the broader NSW public sector has had an opportunity to learn about what Ms Hogan wants to achieve as Commissioner, her motivations and her ideas about diversity and mobility.  

At least 25% of this event is allocated to questions from the floor, meaning that you will also have the opportunity to play an active part in this discussion.

This event will be held in Parramatta, as part of IPAA NSW’s support for decentralising the public sector outside the CBD.

Emma Hogan



Before her appointment as Commissioner, Emma Hogan was a leading private sector human resources executive. She has almost two decades experience in leading the people divisions of high-profile Australian corporations, including Foxtel, Qantas and Woolworths. 

Ms Hogan’s career spans executive leadership roles in people (HR), culture, communications, change, customer experience, digital, operational business transformation, and project management in environments that have included start-up, growth, acquisition, disruption, maturation and divestment.  She has led teams of up to 5000 people both in Australia and off-shore.

Ms Hogan holds post graduate qualifications in HR & Business Management and is a graduate of the Stanford University Executive Program.  She is also a non-executive director on the board of AIME (Australian Indigenous Mentoring Experience), and in 2015, created ‘Rainbow Jane’, her own for-purpose foundation, which has donated over $70,000 to charity and start-up social enterprises.   

Monica Attard



Monica spent 28 years at the ABC working across radio and television. She was the ABC’s Russia correspondent at possibly the best time in modern history to be a Russian correspondent. She reported on the coup against Mikhail Gorbachev, the collapse of Soviet communism, the rise of Boris Yeltsin and his peculiar brand of capitalism and democracy, the first Chechen war and she covered civil wars across the old Soviet Union. Four years of covering the revolution left her with just enough energy to pump out a book about the events. Monica is now working with CNN International and The Hoopla, a women’s website, based in Sydney.

Cancellation policy
  • Cancellation must be in writing. 
  • Cancellation received more than 10 business days prior to the event running — no penalty will be incurred.
  • Cancellation received within 5–10 business days prior to the event running — 50% of the event fee will be payable.
  • Cancellation received within 1–5 business days prior to the event running — 100% of the event fee will be payable.

Penalties may be waived in exceptional circumstances, work commitments do not count as exceptional circumstances.

Substitute nominees may attend in your place where deemed appropriate; however, if a member wishes to substitute a non-member in their place the full fee will be payable.

Note: If you do not cancel and do not attend, 100% of the event fee must be paid.

Program Changes 
IPAA NSW reserves the right to change programs/speakers/venue, or to cancel programs if the enrolment criteria are not met or when conditions beyond our control prevail. All registrants will be notified in the event of cancellation and their registration will be refunded.

If you have an outstanding invoice for the event, you will not receive a link to the live event. 

Online Events

Only people registered to the event can access the content. Do not share login details with people who have not registered to the event

  • Cancellation received more than 10 business days prior to the event – no penalty will be incurred
  • Cancellation received within 6-10 business days of the event – 50% of the fee is payable

  • No show – 100% of the fee is payable

Transfer policy - Events
  • All requests for transfers must be in writing
  • Substitute nominees may attend in your place where deemed appropriate; however, if a member wishes to substitute a non-member in their place the full fee will be payable.
Transfer policy - Scheduled Courses
  • All requests for transfers must be in writing
  • Your course registration can be transferred to another course without penalty if requested more than 10 business days prior to the course start date. Otherwise, the above cancellation policy applies. Transfers can only be requested when the course fee has been paid in full.
  • Transferring your registration to another person can be done at any time without penalty if nominee details are provided within a minimum of 2 business days prior to the course start date. Transferring from a member to a non-member will result in a fee increase in line with the non-member course fee.
Transfer policy - Self-paced Courses 
  • Transfers to another course are not allowed for self-paced courses.
We may in our discretion waive cancellation charges in exceptional circumstances, but we will not waive cancellation charges on account of work commitments.
