In September 2017, Professor Catherine Althaus from ANZSOG/University of Melbourne and co-author of the Australian Policy Handbook, published an article which used the popular TV series Game of Thrones to illustrate the challenges facing public sector policy advisors.

Whilst there is quite literally a world of difference between Westminster and Westeros, the dilemmas facing public sector policy advisors in either world are the same: the pressure of providing frank and fearless advice, the necessity of collecting evidence to support claims; the risk of giving poor advice and being forced to fall on one's sword.

The Winter Is Coming Forum will focus on the issues that occur everyday in the public sector work environment, and how  best to execute these issues without resorting to the “Westeros” way.

Key Note Speaker 

Associate Professor Catherine Althaus
was appointed Associate Professor in the School of Social and Political Sciences, Faculty of Arts, University of Melbourne and ANZSOG Associate Dean (Academic) in September 2016. She has a passion for creatively serving the public interest as a practitioner-academic. Her academic training is in economics and politics and public policy

Before coming to ANZSOG, she spent over eight years teaching and researching in Canada, culminating in her position as Director of the School of Public Administration at the University of Victoria, British Columbia. Prior to that, she was a post-doctoral fellow at the Australian National University, and she held a number of policy posts with the Queensland Treasury department and Queensland Office of the Cabinet.

A/Prof Althaus continues to act as a curriculum, economics and public policy consultant for a range of clients across Australia and Canada. She has been a co-author of popular textbook The Australian Policy Handbook since its fourth edition in 2007.

David Threlfall
David Threlfall is Chief of Staff at the Australia and New Zealand School of Government.  He is passionate about the craft of government and political communication. Prior to joining ANZSOG, David worked for four years in the Vice-Chancellor’s Office at the University of Melbourne. During this time he worked across a diverse portfolio in support of the Vice Chancellor, Professor Glyn Davis, spanning public policy research, speech writing, communications, and academic editing and publishing. 

Previously, David held a position in the Victorian Department of Education and Early Childhood Development, and undertook research work for the Victorian Parliament.  David was educated at the University of Melbourne, completing a Bachelor of Arts (with First Class Honours) in Political Science and French, and a Diploma of Languages in German.

Payment is required prior to attending the event or course. Please contact an IPAA NSW staff member if an exception is required.

If you have an outstanding invoice for the event, you will not receive a link to the live event.

Only people registered to the event can access the content. Do not share login details with people who have not registered to the event

Cancellation policy - Events
  • Cancellation must be in writing and confirmed by an IPAA NSW staff member
  • Cancellation received more than 10 business days prior to the event – no penalty will be incurred
  • Cancellation received within 6-10 business days of the event – 50% of the fee is payable
  • Cancellation received less than 6 business days prior to the event – 100% of the fee is payable
  • No show – 100% of the fee is payable
  • Registrations received less than 6 business days prior to the event are non-refundable.

Note: If you do not cancel and do not attend and event or course, 100% of the fee must be paid.

Transfer policy - Events
  • All requests for transfers must be in writing
  • Substitute nominees may attend in your place where deemed appropriate; however, if a member wishes to substitute a non-member in their place the full fee will be payable.
Transfer policy - Scheduled Courses
  • All requests for transfers must be in writing
  • Your course registration can be transferred to another course without penalty if requested more than 10 business days prior to the course start date. Otherwise, the above cancellation policy applies. Transfers can only be requested when the course fee has been paid in full.
  • Transferring your registration to another person can be done at any time without penalty if nominee details are provided within a minimum of 2 business days prior to the course start date. Transferring from a member to a non-member will result in a fee increase in line with the non-member course fee.
Transfer policy - Self-paced Courses 
  • Transfers to another course are not allowed for self-paced courses.
We may in our discretion waive cancellation charges in exceptional circumstances, but we will not waive cancellation charges on account of work commitments.

Program Changes

IPAA NSW reserves the right to change programs/speakers/venue, or to cancel programs if the enrolment criteria are not met or when conditions beyond our control prevail. All registrants will be notified in the event of cancellation and their registration fee will be refunded.
