Hear IPAA NSW CEO’s reflections on her 7-year tenure.

About this event

Madeleine Culbert has served as CEO of IPAA NSW for 7 years. During this time, she has demonstrated her commitment to empowering the public sector.


Despite the complexities of leading through the post-COVID world and the pre- and post-election environment, Madeleine has driven IPAA NSW’s strongest ever performances, both in terms of engagement with our sector and our overall financial results.

During her time as CEO, Madeleine strengthened the customer-centric approach to the design and delivery of IPAA’s services and raised IPAA’s performance as an innovative business and team.

At this event, Mark Webb, President of IPAA NSW will lead an engaging discussion with Madeleine as she unpacks her journey leading an evolving association, and the lessons that she has learned along the way.

Madeleine Culbert is the Chief Executive Officer of the Institute of Public Administration Australia, NSW Division (IPAA NSW) – the professional association for the over 400,000 people who work in, and with, the NSW public sector. She is responsible for leading the organisation in its mission to build a capable public servants in their role and career, helping them be at their best for the people of NSW. 

During her time with IPAA NSW, Madeleine has led the organisation from a stable, well-performing business to one that has new relevance and a large impact. She has steered IPAA NSW through the turbulent times of the health pandemic and the constantly changing public sector environment, reinventing the organisation via a significant transformation in 2020/21 to new growth, member value and strong financial security. 

Prior to joining IPAA NSW, Madeleine was Vice President of the Council, Chair of the Audit & Risk Committee and Women’s Leadership Network and the co-founder of the Young Professionals Network of the association. Concurrently, Madeleine’s worked with the NSW Land and Housing Corporation leading the redevelopment of public housing estates and properties.  She has held numerous leadership roles in the public and not-for-profit sectors.

Madeleine has a graduate diploma in business and a degree in classical ballet. She is a graduate of the Australian Institute of Company Directors and graduate of the Executive Fellows Program of ANZSOG.

Mark Webb

IPAA NSW

Mark Webb is the Chief Executive of the NSW Department of Parliamentary Services, a specialist service department working to support the operation of the NSW Parliament by providing logistical support and advice to Members of Parliament, the Departments of the Legislative Council and Legislative Assembly and the people of NSW.

Mark has worked across the private and public sectors, including 19 years in senior executive roles in the federal public sector, the NSW Department of Premier & Cabinet, the NSW Public Service Commission, the Office of Environment & Heritage and the Department of Planning & Environment. Mark also has experience in the delivery of public services by the not-for-profit sector, through his role on the board of Community First Step, a NFP organisation supporting the Fairfield community. 

Mark holds bachelors degrees in Engineering (BEng) and Science (BSc), as well as a Masters in Business Administration (MBA) and has completed the Executive Fellows Program at ANZSOG. As well as being a member for IPAA for nearly a decade, he is a graduate of the Australian Institute of Company Directors (GAICD)
