William Murphy
Acting Secretary
The Cabinet Office

William was appointed Acting Secretary, The Cabinet Office in September 2023. Prior to this William was the Deputy Secretary, Social Policy and National Reform and the Acting Deputy Secretary, Economic and Environment Policy in The Cabinet Office since its conception in July 2023.

The Cabinet Office enables robust Cabinet decision-making by ensuring policies and proposals submitted for consideration are of the highest quality and in line with government priorities. As leader of this central agency, William is responsible for providing stewardship of the NSW Cabinet system across government.

Prior to joining The Cabinet Office, he was pivotal in the establishment of the Department of Customer Service, leading the Customer, Delivery and Transformation division as Deputy Secretary. He drove customer centricity in data-led decision making and service design, including the introduction of the NSW State of the Customer report, modernising the operations of the Registry of Births, Deaths and Marriages, and overseeing whole of government communications and branding. 

He has held numerous senior executive roles including heading the Premier’s Implementation Unit, and leading the government’s focus on transformation to digital, better use of data and driving better outcomes for the people of NSW. 

William is a graduate of the Executive Fellows and Executive Master of Public Administration programs from the Australian New Zealand School of Government, University of Sydney. He also holds a Master of Management (Industry Strategy) from the Australian National University, and a Bachelor of Commerce (Economics and Finance) from Curtin University.

In June 2022, William was awarded the Public Service Medal in recognition of his outstanding public service to NSW, particularly during the COVID-19 pandemic. Following this, William was awarded an Institute of Public Administration National Fellowship in October 2022 for his major contribution to the public sector’s use of data and analytics; areas that have been repeatedly identified as essential capabilities for all public sector leaders.
